But, collaterally, another condition is now mentioned by Bishop Raimondi. He applied lately for a Building grant of $1500 under the provisions of the Grant-in-Aid Code, for the purposes of extending the premises of St. Joseph's College so as to admit of the Portuguese inmates of the Reformatory school being transferred to St. Joseph's College in its enlarged state and to relieve the congestion of the Reformatory.
As this is necessary in order to enable the Reformatory to receive juvenile offenders, Bishop Raimondi now mentions a Building Grant as an additional condition.

Virtually, therefore, the conditions under which the R. C. Reformatory at Westpoint can be brought under the provisions of the Reformatory school's Ordinance (19 of 1886) are now three, viz.:
1. that a Building Grant of $1500 be made for the enlarging of St. Joseph's College, under the provisions of the Grant-in-Aid Scheme;
2. that a wall, over 200 feet long and about 10 feet high, be constructed to enclose a portion of the Roman Catholic Reformatory premises;
3. that juvenile offenders, to be sent to the Roman Catholic Reformatory, should not be over 14 years of age.
